"At the time of retirement Dr. Meine held the academic rank of professor. He was a long serving member of the TROY Public Administration graduate faculty and a recipient of the Troy University Wallace D. Malone Distinguished Faculty Award. Dr. Meine served as a full-time faculty member at TROY for nearly 26 years and in a number of other academic and leadership roles including Academic Director of TROY's former Atlantic Region; Department Chair for TROY's Master of Public Administration program and eight years as the Regional Director of TROY's former Florida and Western Regions which included sixteen teaching sites in eight states serving over 4000 students in multiple undergraduate and graduate programs. In that position he also led the dramatic expansion of TROY's online offerings before resigning in 2007 to return to full time teaching. Dr Meine retired from full time teaching on July 1st, 2020, and he has been honored by being selected to assume the rank of Professor Emeritus and recognized by the University Board of Trustees for his leadership roles and service to the university.
Dr. Meine's college and university level teaching spans more than thirty years including previous teaching at Virginia Commonwealth University; City University of New York; University of Maryland; Central Texas College; Columbia College and Saint Leo College. Prior to pursuing an academic career, as a graduate of the FBI National Academy, Dr. Meine served as a Senior Special Agent for a Defense Department Criminal Investigative Organization (DCIO) where he managed various investigative units throughout the world and where he was selected for induction into the agency's Hall of Fame. His previous professional positions also include: Supervising personal security for two Secretaries of Defense, personnel management at the Federal Departmental Level, investigative operations and training policy positions, and serving as a training consultant and training manual developer for public service organizations in New York City, New York State and New Jersey.
Dr. Meine held certification as a Government Financial Manager prior to retirement, served on the Executive Committee of the American Society for Public Administration, Section on Ethics and Integrity in Government (SEIGov) and is the past President of the Florida Advisory Council on Military Education. He is also a former Executive Committee member and Treasurer of the National Association of Institutions for Military Education Services.
Dr. Meine's academic service includes serving as an editorial board member and manuscript reviewer for ASPA's Public Integrity Journal where he also served as Guest Editor for Public Integrity’s 2017 Symposium Edition on Military Ethics. Dr. Meine has published extensively in the areas of Criminal Justice, Ethics and Online Education, and he continues to serve as Doctoral dissertation examiner for South Africa's University of Pretoria’s School of Public Management and Administration (SPMA) and has served as a text book and journal submission reviewer for multiple publishers.
Dr. Meine's education includes a Bachelor of Science Degree in Criminal Justice from the University of Nebraska at Omaha; a Master of Arts Degree in Criminal Justice from John Jay College, City University of New York; and a Ph.D. in Public Administration from Golden Gate University in San Francisco.
